Course Objectives
This ICAO based course will provide the participants with information and guidance for planning or directing an aviation safety program in ATM, Airport Operations and Airports regulation. Fundamentals in program organization and structure provide the individual with the essential skills and methodology needed to plan and manage a safety program. Emphasis will be placed on:
• ICAO Standards. Proposals for European (EASA) rules will be discussed, along with briefs by Delegates on regulatory activity in their areas outside Europe.
• Understanding the principles of risk management.
• Identifying program development strategies and applying the knowledge toward effective program management and effective management systems in preventing incidents and accidents.
The course will also cover ICAO’s activity/role in SMS and States’ Safety Programme, specifically:
• the recent guidance material and training;
• the existing harmonized SMS guidance, aimed at standardizing SMS; and
• the new edition of ICAO Doc 9859, which this course is largely based upon.

Individuals responsible for planning, directing or managing a safety program and supervisors who are required to supervise an accident prevention / risk management program This includes Aerodrome Senior and Middle Managers, Aerodrome Safety Managers, Airline/Ground Handling Managers, Representatives from Civil Aviation Authorities and Members of Aerodrome Board of Directors
